I have done it before and there is no fault whatsoever. Just something bad that I experienced was, he kept on taking the relationship lightly. That was stupid of him but the right man won't!

I don't think it depends on the country but more on misogynistic views of a society. To answer your question it totally depends on the guy you are dating. If he is someone who doesn't believe in 'some things are only meant for men' theory you can propose him. On the contrary, if a girl proposed me I'll be really flattered. So it's something in between you and your partner.
