Expressing your feelings about love really depends on what kind of a person you are dealing with. If he is an understanding and mature person who would respect your feelings and not make you uncomfortable in any way afterwards even if he doesn't feel the same way (that is a possibility, apologies if it was too harsh) then go for it, you have nothing to fear. Expressing your feelings is always better than keeping them to youself and regretting it afterwards. On the other hand, if you know him as someone who tells his friends everything that goes on with his life or someone who isn't very sensitive to such stuff,then I suggest that you refrain from talking to him for it might not end well should he not feel the same way as you do. In the second scenario, I suggest you let him make the first move.
